The Youth Justice Policy Unit is looking to recruit an HEO Programme Officer on a fixed term basis up until 31 March 2025 or for existing civil servants on loan for up to 2 years with the possibility of extension.

This campaign is being run externally and so is open to all who consider themselves suitable for the roles and meet the eligibility criteria in the wider advert within Civil Service Jobs.

Location:

Successful candidates will have the option to be based at one of the following locations:

  1. 102 Petty France, London
  2. 5 Wellington Place, Leeds (occasional travel between Leeds and London may be required post Covid-19)

Our staff are expected to attend their base location for at least 2 days per week.

The Work of the Youth Justice Policy Unit

We have one HEO Programme Officer post available in the Ministry of Justice’s Youth Justice Policy Unit, which is responsible for policy on children (aged 10-17) in the criminal justice system. The posts will sit in a new programme of work for the unit and will be fixed term, lasting the duration of the programme, which will be three years.  These posts offer an exciting opportunity to be at the centre of a challenging area of children’s social policy.

Programme Officer

The role requires effective partnership working with other policy and operational colleagues to deliver against programme targets and minsters’ priorities with the ultimate aim of improving outcomes for children who come into contact with justice system.

You will be responsible for:

  • Acting as first point of contact for the programme
  • Responsible for programme board secretariat function
  • Working closely with analysts to deliver quarterly reporting to boards, flagging any issues with the grant manager
  • Coordinating quarterly performance reviews and holding the pen on performance reports, supporting account managers and programme leads to deliver oversight sessions where necessary
  • Taking the lead on parliamentary and press engagement, drafting answers to PQs and press enquiries
  • Working with external stakeholders to support emerging projects and celebrate established ones, building up an evidence base of what works and communicating that effectively to senior team members, frontline stakeholders and ministers

Skills and Experience

We are seeking candidates with policy programme or local government experience and a keen interest in criminal justice or policy for vulnerable children.

Essential:

  • An ability to drive forward work independently
  • Organised and efficient, you must be able to keep others to deadline
  • An understanding of project management principles
  • Stakeholder engagement experience
  • Policy programme or local government experience
  • Confident engaging with senior stakeholders
  • Keen interest in criminal justice or policy for vulnerable children

Desirable:

  • Secretariat experience
  • Experience working with grant funds
  • An aptitude for data visualisation
  • Experience working in youth justice or youth work

You will be assessed against the Civil service success profiles framework.

Experience

You will be asked to provide a CV during the application process in order to assess any demonstrable experience, career history and achievements that are relevant to the role.

You will also be asked to upload a Statement of Suitability of no more than 500 words stating what you would bring to the role, with reference to the Skills and Experience listed above.
