The Youth Justice Policy Unit is looking to recruit an SEO Grant Manager on a fixed term basis up until 31 March 2025 or for existing civil servants on loan for up to 2 years with the possibility of extension.

This campaign is being run externally and so is open to all who consider themselves suitable for the roles and meet the eligibility criteria in the wider advert within Civil Service Jobs. 

Location:

Successful candidates will have the option to be based at one of the following locations:

1.    102 Petty France, London 
2.    5 Wellington Place, Leeds (occasional travel between Leeds and London may be required post Covid-19)

Our staff are expected to attend their base location for at least 2 days per week.

The Work of the Youth Justice Policy Unit

We have one SEO Grant Manager role available in the Ministry of Justice’s Youth Justice Policy Unit, which is responsible for policy on children (aged 10-17) in the criminal justice system. The post is offered on a fixed term contract.
This post will sit within a new programme team in the unit.  It will offer an exciting opportunity to work on a high-profile and innovative programme at the centre of a challenging area of children’s social policy.

Grant Manager - the role

•    The role requires effective partnership working with other policy and operational colleagues to deliver against programme targets and minsters’ priorities with the ultimate aim of improving outcomes for children who come into contact with justice system. 
•    Accountable to the Senior Reporting Officer (the Deputy Director in the Youth Justice Policy Unit and the Accounting Officer, this is a high-profile role that will be responsible for administering and overseeing funding for a major justice programme
•    You will work with our finance business partner, the programme policy team and our Grants Centre of Excellence to manage grant contracts and funding in line with grant conditions and principles around public spending in Managing Public Money.
•    You will hold the relationship with our finance business partner and with financial teams in our ALBs.  Together, you will ensure programme participants are paid correctly and on time, working alongside account managers and programme leads on any issues relating to performance or programme opt-out that would 
•    You will work with the programme team on performance and governance, ensuring quarterly reviews are conducted in a timely matter and that any issues relating to performance and grant administration are flagged and reported to the Senior Reporting Officer
•    You will hold the pen on the programme grant documents, working to maintain clear and up-to-date project documentation and performance dashboards with the support of analysts and the programme board secretariat
•    You will hold the relationship with MoJ grant champions and the Government Internal Audit 
•    You will work closely with the ALB finance team, ensuring that programme risk registers are up to date and reflect the latest performance data and insight from policy leads and analysts
•    You may have line management responsibilities and will be a key member of the programme board and an essential part of programme oversight.

Skills and Experience

Essential:

•    Grant administration or project management experience in central or local government
•    An aptitude for data visualisation
•    A passion for good governance 
•    An interest in criminal justice or policy for vulnerable children

Desirable:

•    Contract management experience
•    Project management qualification
•    Secretariat experience
•    Experience briefing ministers

Application process

You will be assessed against the Civil service success profiles framework.

You will be asked to provide a CV during the application process in order to assess any demonstrable experience, career history and achievements that are relevant to the role.

You will also be asked to upload a Statement of Suitability of no more than 500 words stating what you would bring to the role, with reference to the Skills and Experience listed above.

Interviews are expected to take place towards the end of April possibly early May dependent on the number of applications received.
