Summary

Would you like an opportunity to play a leading role in supporting Ministers and the Scotland Office to deliver a £3bn delivery programme on City and Growth Deals and how best to support the levelling up agenda regionally in Scotland? We are looking for dynamic self-starters and expert collaborators to join our policy and delivery division to lead this work on behalf of the Secretary of State and wider Ministerial team.

Job Description

The Office of the Secretary of State for Scotland supports the Secretary of State in promoting the best interests of Scotland within a stronger United Kingdom. It ensures Scottish interests are fully and effectively represented at the heart of the UK Government, and the UK Government’s responsibilities are fully and effectively represented in Scotland.

As a Team Leader for City Deals and Levelling Up you will ensure the continued successful delivery of our flagship joint £3bn programme with Scottish Government on regional economic development, the City and Growth Deals, alongside developing a new approach to how UK Government can work together with OGDs, Scottish Government and local partners across Scotland to deliver the UK Government’s Levelling up ambitions and tackle local issues that hold people and places back.

You will be the lead advisor on specific deals and advise the Secretary of State and Ministers on deal delivery and Levelling Up. You will be the Scotland Office’s interface with your designated areas on policy development and delivery. You will curate and convene partnerships in places and bring together policy and delivery expertise to deliver against regional and local ambitions. You will be a trusted policy and delivery partner locally.

You will work closely with colleagues in UK Government and Scottish Government in delivery of the broader City and Growth Deals Programme and be part of the team that leads the Joint Delivery Group between both Governments. You will also be an integral part of joining up activity and investment as part of the wider levelling up agenda and delivering the UK Government’s Plan for Scotland in places. So policy curiosity and an entrepreneurial spirit are a prerequisite.

You will be part of building a new team with a strong focus on local and regional delivery and strong emphasis on collaboration and matrix management.

The Role:

To support the Secretary of State, Ministerial team and Scotland Office in the delivery of City and Growth Deals and Levelling Up at a regional level, including but not limited to:

  • Lead the implementation of up to 6 deals in Scotland as part of the wider City and Growth Deal Programme and ensure UK Government investments achieve value for money and maximum impact locally.
  • Support the wider Programme Management of the City and Growth Deal Programme leading on specific thematic areas of activity as necessary and supporting the Head of City/Growth Deals and Levelling Up in the Scotland Office
  • Providing advice, analysis and support to the Secretary of State, Ministers and Special Advisors on City and Growth Deal Delivery and visits programmes associated with regional delivery;
  • Develop deep local knowledge and enduring relationships with key stakeholders and influencers at a local and regional level on behalf of the Scotland Office to ensure we are a trusted, knowledgeable partner that understands local.
  • Act as a convenor with an ability to bring together local, regional and national partners to develop innovative policy solutions to local policy and delivery challenges.
  • Working across Whitehall and with OGDs to influence, develop and implement City and Growth Deal Programme
  • Represent the Scotland Office externally at meetings, working groups, events and with key stakeholders across Scotland.

Person Specification

The successful candidate will be able to demonstrate exceptional relationship and stakeholder management skills and a flair for problem solving and implementation. You will have delivered policy change and have a track record of delivering through others, including:

Essential criteria:

  • Highly developed communication, networking and negotiation skills with the personal presence and credibility to secure confidence at the most senior levels across Scotland
  • Deep knowledge of economic development and policy delivery, especially as it applies to place, including experience of policy design and working collaboratively across organisational boundaries to deliver successful place-shaping interventions;
  • A proven track record and the ability to get under the skin of delivery challenges and translate that into concrete actions and next steps;
  • Experience of programme or project management, including tools and techniques

Desirable criteria

  • Experience of working collaboratively with, and delivering through, a large and diverse group of internal and external stakeholders
  • Experience of working in a pressurised environment, involving high levels of personal autonomy and evidence-based decision making
  • Experience of working with Ministers, Special Advisors and Senior Civil Servants on policy delivery
