Overview of the job

The Operational Resource and Change Activity Team [ORaCA] part of the NPS Probation Workforce Programme [PWP], working nationally, has responsibility for providing one version of the truth of workforce data in the NPS (now PS). 

This is a technical role with the ability to provide project management skills as you will be required to identify quantifiable work tools for programmes/projects. Providing project management and change management skills with business insight that enables development and change activity to be successfully undertaken.

This includes resource management in particular, national workforce planning, workload management and demand forecasting, identifying and coordinating efficiency priorities and enabling business development and change activity. 

In Wales, the responsibility goes further than Probation efficiency and innovation – and includes prison/probation integration.  

Summary

BD&I Managers have responsibility for leading and supporting a variety of probation projects and work activity that may impact ways of working across Probation. 

Work activity and projects are wide ranging but all meet the criteria of improving efficiency/ways of working, piloting or implementing innovative developments, supporting a more informed deployment of resources to aid organisational prioritisation.

This includes responsibility for ensuring organisational development approaches adhere to the agreed target operating model and strategic direction of the service and wider Probation sector.

The role will be expected to provide quantifying resource requirements including staffing/workforce identifying efficiencies which will involve the prioritisation of work activity and improvements to processes.

Promoting and supporting innovation both in terms of new activities and the delivery of existing activities, and shaping new projects, and driving the implementation of these projects through divisional structures.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Support the development and continuous improvement of priority service delivery areas, as they develop new, comprehensive and efficient service delivery models.
  • Develop business cases that successfully secure resource for implementation of new service initiatives, championing an evidence-led service development approach that delivers for the NPS as an organisation and responds to national priorities.
  • Support development and implementation of programmes, projects and continuous improvement initiatives.
  • Plan, implement and manage sharing knowledge and good practice to inform innovation and improve service delivery across the organisation.
  • Develop productive working relationships with colleagues, suppliers and stakeholders.
  • Develop and manage multi-stakeholder partnerships.
  • Specify, commission and manage contracts.
  • Build team understanding of markets and customers.
  • Provide financial and resourcing data and information to support decision making and budget setting.
  • Advise on financial and resourcing issues as you will be required to manage budgets.
  • Use systems and compile reports as necessary.
  • Develop and utilise data to identify trends and make suggestions or take appropriate action to maintain and enhance performance.
  • Plan, implement and manage systems for the exchange of sensitive information, data and intelligence.
  • Ensure effective approach to project and process evaluation, with the ability to manage a range of projects and change initiatives through design work and planning; risk management; implementation delivery and benefits realisation activity.
  • Enable and equip others to carry out project support and change management, whilst maintaining effective communication with project stakeholders.
  • Develop and implement team working practices and approaches that promote continuous quality improvement.
  • Provide training and staff awareness sessions for staff across the Division in area of efficiencies.
  • Contribute to a culture and systems that promote equality and value diversity.
  • Adhere to diversity and equalities policies.
