Overview of the job

The Education Design and Delivery Manager will take a lead role on the Reducing Reoffending Accelerator Project, acting as a conduit between Accelerator prisons leading on education, the new Accelerator post holders and relevant policy leads in HQ.

This is a non-operational post.

Reoffending is costing society approximately £18bn per year and almost half of all prisoners reoffend within 12 months of release. As part of a refreshed approach across Government, HMPPS have launched a new Reducing Reoffending Directorate charged with galvanising collective efforts across the Agency and with our public, private and third sector partners to turn the dial on these statistics.

This is an exciting and challenging role within the HMPPS Reducing Reoffending Directorate that will shape and progress the work of the Reducing Reoffending Accelerator Project.

As part of this project we are trialling a number of new prison-based roles focused at supporting efforts to reduce reoffending. Roles have been grouped into themes, with each theme testing two new roles. The project has been split into the following 3 themes:

  • Education
  • Accommodation & Employment
  • Health & Substance Misuse 

The directorate is looking for talented and enthusiastic individuals to join the project. As an Education Design and Delivery Manager you will be responsible for leading on the implementation and delivery of two new education roles across five prisons. These roles include:

  • Curriculum Learning and Progression Lead (band 7)
  • Neurodiversity Support Manager (band 6)

In addition to testing and refining the new roles, a number of perennial barriers to delivering educational services within prison have been identified by the project team and key prison stakeholders. The Education Design & Delivery manager will be responsible for overseeing the delivery of action plans to address these issue, coalescing feedback into a suite of best practice examples to be shared across the estate more broadly.

This is an exciting opportunity to lead work in a high-profile ministerial priority project, working in collaboration with Acceleraot prisons to test, shape and refine future education roles and workstreams.

This is a temporary post available on loan, secondment of fixed-term until March 31st 2022.

Travel to prisons is expected. Flexible and home working is permitted, and post holders can work from MOJ hubs. Occasional travel to 102 Petty France will be expected.

Summary

The Education Design and Delivery Manager is responsible for implementing and overseeing two new roles in each of the five Accelerator prisons leading on Education. This work will inform delivery of future services and potential wider rollout of these roles, subject to this year’s Spending Review,

The job holder will work with the selected prisons (HMPs Berwyn, New Hall, Lincoln, Swaleside & Bristol) to lead on responding to a series of challenges and barriers that have been identified as hindering effective service delivery,  oversee and support the new innovative roles to ensure they have maximum impact, and captured evidence for the Spending review and potential wider rollout. You will work closely with HMPPS policy leads within your theme to ensure roles reflect the policy and delivery vision. You will act as conduit between prison and strategic leads to improve pathways within your theme, this will include providing strategic and operational direction as well as developing key stakeholder relationships.

This is an opportunity to test and understand future roles, shaping and refining them as delivered, whilst feeding back learning to the central HMPPS Reducing Reoffending, Partnerships and Accommodation Directorate.

We are looking for an energetic and enthusiastic individual to develop a robust evidence base that will help to refine the future job roles and develop examples of best practice to be shared across the estate more broadly. There is some flexibility to work remotely depending on restrictions within each area, however some travel will be expected to visit prisons.

There are no direct line management responsibilities as part of this role, although you will have oversight and task manage up to 10 new education roles.  We do not expect the post holder to have operational experience. Subject matter experience is essential, experience of working in prisons will be desirable.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Oversee the delivery and task management of 10 education accelerator roles across 5 prisons, ensuring their work aligns with policy vision.
  • Capture and feedback learning, including refining roles and responsibilities for the job descriptions.
  • Oversee the delivery of a series of workstreams to address perennial barriers for delivering effective education services within prison. Collate feedback from these workstreams, developing a related suite of best practice examples to be shared across the estate.
  • Work with the allocated prisons and respective stakeholders to lead engagement and support for the Reducing Reoffending Accelerator Project.
  • Work with policy leads to take forward and implement their initiatives in the accelerator prisons, understanding their requirements and the action points they want to achieve.
  • Support analysts to ensure the evaluation strategy is delivered to standard, and so that robust evidence is returned to the centre ahead of the upcoming Spending Review.
  • Work collaboratively with the leads of other themes to align implementation and learning, specifically including the Employment, Design and Delivery Manager, as well as project leads in the welsh and female estates.
  • Provide feedback to the Directorate and Accelerator Project lead and attend Accelerator Project Board Meeting.
  • Opportunity to gather insights from staff and prisoners within your selected establishments to inform wider Reducing Reoffending Directorate workstreams.
  • Ensure that business stability is maintained during the planning period and the changes can be effectively integrated into the business.
  • Help to shape the recovery from COVID-19 within your theme and selected prisons through a Reducing Reoffending lens.
