Overview of the job

The Extremism Unit sits within the Counter Terrorism and Key Threats section of Security Group of the National Operational Services Directorate. The Counter Terrorism Strategy and Programme Manager is a nonroperational post based in HQ at Clive House, reporting to the Head of CT and directly line managing the CT Policy Manager. The Unit’s business objectives are focused on supporting the operational line, therefore the post requires a strong understanding of the operational world, both prison and probation.

The Extremism Unit develops CT strategy, policy, operational guidance and best practice in relation to the management of offenders charged under terrorism legislation (TACT) and offenders that exhibit extremist behaviours during their time in custody. It leads on advising Ministers on matters relating to CT and responding to queries from Parliament, the media and public.

The role requires a significant element of cross agency negotiation, particularly with the Office for Security and Counter Terrorism (OSCT) in the Home Office.

The role is HQ based but requires some travelling.

Summary

The post holder’s responsibilities involve management of NOMS’ Extremism Programme and securing and managing the funding from the Office for Security and Counter Terrorism (OSCT) in the Home Office, which currently funds this work.

The post holder has a key role in taking forward and delivering NOMS’ contribution to the Government’s CounterrTerrorism Strategy (CONTEST) centred on the Prevent and Pursue strands which seek to manage and disrupt those involved in extremism or terrorist activity.

The post holds responsibility for the NOMS Extremism Strategy and the development of policy in support of the Strategy, ensuring that both strategy and policy are in line with the Government CT agenda while remaining relevant and attuned to the operational world. The Extremism Strategy covers the work of a number of units and Directorates across NOMS and the post holder is responsible for ensuring these areas are properly reflected and supported by the Strategy and by policy documents.

The role also involves leading on the development and delivery of the staff training element of the Extremism Programme across the NOMS estate, working with partners such as OSCT and Association of Chief Police Officers (ACPO).

The post holder must demonstrate the highest levels of personal and professional integrity. The post requires the security clearance level of Developed Vetting (DV) with a further STRAP accreditation.

Responsibilities,Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

NOMS Extremism Programme Management

The post holder is responsible for ensuring and supporting the delivery of the NOMS Extremism Programme across the organisation. The Programme forms NOMS’ contribution to the Government’s CONTEST strategy, centred on the PREVENT and PURSUE strands which seek to manage and disrupt those involved in extremism or terrorist activity. The Programme covers five key strands of activity, coordinated and monitored by the post holder:

  • Intelligence and information sharing – led by Extremism Unit
  • Interventions - led by Operational Services and Interventions Group
  • Faith based work – lead by Muslim Adviser in Chaplaincy
  • Management in the Community - led by OMPPG
  • Training – led by post holder within Extremism Unit

The post holder is responsible for reporting progress against the deliverables and milestones within the Programme to OSCT and to the NOMS Extremism Board which provides the governance of the Programme. The post holder is also responsible for the business management of the NOMS Extremism Board.

Income Generation and Management

The Extremism Programme is funded by a grant from the Office for Security and Counter Terrorism (OSCT) within the Home Office. The grant is currently set at £6.4m, which the post holder is responsible for securing, managing and reporting on quarterly and at year end. The post holder also acts as budget manager for the Extremism Unit.

Strategy / Policy Management

The role is accountable to the Head of CT for the development and implementation of the NOMS Extremism strategy and policy, led by the CT Policy Manager (direct report), ensuring that such work takes into account the Government CONTEST strategy and the wider policy context, while supporting the operational line. The post holder also leads on research in the area of CT.

Training

Working to the Head of CT, the post holder has responsibility for the development and rollout of training products across the custodial estate to ensure that staff are supported in identifying, reporting on and managing TACT offenders, and those offenders who demonstrate extremist offenders. This work involves dealing with a range of stakeholders including OSCT and ACPO.

Stakeholder Management

Stakeholder relationship with the OSCT, for whom the post holder acts as the single point of contact for day to day issues, as well as partner agencies and other Government Departments (OGD) particularly MoJ liaison.

Communications and Briefing

The post holder is responsible for communications about the Extremism Unit and the Programme, both internally and externally, in particular responding to queries from Parliament, the media and the public. They are also responsible for providing submissions and briefings whenever necessary to Ministers, NOMS CEO and senior officials. The subject matter is extremely high profile and sensitive, and of significant interest to Ministers, the media and the public and therefore all communications must be carefully judged.
