Overview

The Ministry of Justice (MoJ) serves the public by upholding the rule of law, and by delivering an efficient, fair, timely and effective justice system in which the public has confidence.

  • We enforce the decisions of the court: we punish offenders and work to reduce reoffending. We prevent victims by changing lives.
  • In partnership with an independent judiciary, we run the courts and tribunals service, helping individuals, businesses and families resolve their disputes.
  • We protect vulnerable members of society and children and help to ensure victims of crime get justice.
  • We provide legal aid and advice for those cases where it is justified.
  • We develop policy on all aspects of law and justice, both domestically and internationally, helping to build a legal and rights framework that is clear and proportionate and that commands confidence around the world.

The Ministry of Justice is a major government department, at the heart of the justice system. Responsible for courts, prisons, and probation services, we work to ensure sentences are served and offenders are given rehabilitation opportunities to become law-abiding citizens.

Role Purpose

The department has an ambitious agenda to improve all aspects of its Purchase to Pay (P2P) operation – ultimately delivering a P2P operation which ensures suppliers are paid promptly and that it is easy to make purchases. We are particularly committed to developing a fully compliant culture and making a decisive move to a ‘no Purchase Order, no Pay’ policy Government Departments have committed to. This fixed term post will play a key role in supporting our change project and articulating the planned changes to the different business areas affected. 

Responsibilities

The postholder will have the following responsibilities:

  • They will work with Purchase to Pay (P2P) Subject Matter Experts to understand the aims of the changes planned (no prior experience of P2P or Finance roles is necessary). They will develop written material which can be used to explain these changes and new processes to business areas and keep them informed of the project’s aims and progress. 
  • They will turn complex plans for changes to processes and procedures into simple and informative text. They will use their written skills to explain the changes simply and clearly for those business areas impacted. They will deliver consistent messages in a compelling manner, while adapting their approach and considering the needs of different stakeholders and tailoring to meet different audience needs.
  • Their written scripts, briefings, presentations and material for newsletters and for other communications vehicles will explain the project and highlight its aims to the business.
  • They will work as part of the change project to develop a forward communications plan to explain the changes planned and to prepare business areas during the lead-in to the new processes going live.  
  • They will develop their forward plan to communicate the changes planned by working closely with both Subject Matter Experts and also with existing communications teams across relevant business areas.  They will liaise with existing communications teams, seeking their views, to produce the plan.
  • They will produce written material for Comms teams to use in their existing communications channels and for other communications vehicles to keep up a regular level of communications to affected people for the duration of the project.

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of the post.  This may also include working closely with other MoJ Finance staff to develop solutions/problem-solve and engaging in project work to drive finance improvements.

Person Specification

The ideal candidate will have:

  • Excellent written and verbal communication skills.
  • Ability to explain complex processes, simply and clearly to a non-specialist audience.
  • Ability to develop clear, concise text in a range of styles and delivered through a range of methods.
  • Able to quickly understand complex plans for changes to processes and procedures and express them in simple and informative language/text.
  • Able to adapt their approach in writing and in person, including presenting complex/technical information in a relevant and accessible way for a range of different audiences
  • Ability to see the bigger picture; able to translate complexity into clear, effective communications.
  • Proven ability to deliver at pace, managing competing demands and deadlines effectively.
  • The ability to build relationships and work as part of a team with groups of different stakeholders.
  • Good working knowledge of Word and Excel.

Travel

Although the post is located nationally, there will be infrequent occasions when the post holder will be required to travel.

The Selection Process

To apply please complete the online application form. Applications will be sifted by a panel who will look at the Civil Service Behaviour framework and what is evidenced in your application. Should a large number of applications be received, an initial sift may be conducted using the lead behaviour, Communicating and Influencing.  Candidates who pass the initial sift may be progressed to a full sift or progressed straight to interview.

Applicants will be expected to demonstrate the essential role requirements within the application behaviour responses.

Candidates who are successful following the sift process will be invited to interview, where the behavioural elements and strengths will be tested further alongside other elements of the post. Further details will be provided to shortlisted candidates in advance of the interviews.

To meet CTC/SC/DV requirements you will normally need to have been resident in the UK for at least 3/5/10 years prior to the date of application (The level of checks that are required are stated in the advert).

If you do not meet the above requirements, you may still be considered if, for example:

  • You've been serving overseas with HM Forces or in some other official capacity as a representative of HM Government
  • You were studying abroad
  • You were living overseas with parents

In such cases you will need to be able to provide referee cover for the period(s) of residence overseas. The duration of overseas residence and the country of abode will also be taken into account.
