People Group

Change Delivery

We support the department to develop organisational change strategies that deliver sustained behavioural and cultural change outcomes. We work closely with business leaders to ensure that the people focus is central and fully embedded within all change plans and initiatives. The service comprises three key people change areas:

• change consultancy and delivery which will assess and prioritise the level and type of people change support required, agree and manage resources, ensure the connection to the Ministry’s strategic objectives is maintained, where applicable, manage the change delivery and end to end customer experience.

• change management portfolio which will understand and oversee demand and commissioning, monitor delivery, track outcomes and benefits, review and report on activity, identify and connect systemic people change impact, forecast the volume of people and organisation change and co-ordinate all documentation and best practice.

• change capability which will work in partnership with People Group HRBPs, colleagues across the Project Delivery Profession and change leads to enhance the capability of business units to deliver change confidently.

Reporting to the Divisional Director, this is a senior leadership role where you will work closely you’re your colleagues each responsible for a customer portfolio. You will be expected to develop and drive our people and organisational change approach, consolidate and build the team, develop and market the service and deliver on some of our key change programmes. The team is supported in delivery by the Portfolio and Business Support Teams. 

The team has recently embarked on a team-wide change programme that will ensure we have the right capability, culture, systems and tools to meet the future demands of the Ministry. This programme is being led by the SLT and you will be expected to play an active part in developing the future of Change Delivery and championing its objectives.

The Role

The People Change Portfolio Lead is a key strategic role, providing direction on the people elements of our high profile, complex change initiatives across the Ministry. Acting as a trusted advisor and Change Partner for HM Prisons, the role is responsible for a portfolio of projects. You will lead, shape and enhance our approach to organisational change that maximises business outcomes by putting people at the centre of the change agenda to accelerate the adoption and delivery of associated benefits.  

The People Change Portfolio Lead operates at a senior level with a high degree of autonomy and accountability for a significant portfolio of changes across several business areas.  The role is responsible for shaping and delivering change strategies and solutions for anything from several small or bespoke projects to leading large, complex cross-organisational change programmes.  It is an influential role, working in collaboration with senior leaders up to and including Exco level, to challenge, coach and advise on the direction and expected outcomes of their people reforms, so your decisions have wide ranging impact across our business. 

As a member of the People Change Delivery senior leadership team, you will be responsible for embedding new approaches and ways of working, enhancing People Group’s reputation and credibility for delivering change, building our capability. We operate a mixed approach of both direct line and assignment managed teams to ensure we meet demand and give our people the opportunity to build their knowledge and capability.

Responsibilities, Activities & Duties:

Leadership & Delivery Management 
Provide visible and strong leadership, thinking strategically to apply knowledge and professional judgement and using business and behavioural insights to influence the direction of change with senior leaders and customer boards.  

Regularly provide pragmatic advice and expertise on complex, high profile and highly sensitive change issues, often with conflicting priorities and during significant delivery challenges. 

Navigate complex political and ambiguous landscapes to develop robust change strategies and plans. Ensuring appropriate and proportionate project management disciplines are in place to identify and manage connectivity to achieve the strategic benefits.

Lead a multidisciplinary team of change and HR practitioners gaining their trust by building an inclusive and supportive team culture that values the opinions and contributions of all. Provides a safe and dynamic environment that promotes innovation and challenge and where you use coach staff to support their development and improve performance.

Work as part of Change Delivery and People Group’s senior leadership teams to provide insight, guidance and direction that continuously improves the service and develops the potential within our people and themselves.

Financial and Business Planning   

Contribute to Divisional resource management for both the portfolio and individual projects, including managing resources; ensure business cases evidence investment costs and potential savings to support the case for change; undertake all necessary procurement and approvals.  

Develop business and personal objectives to support annual business planning cycle, managing risk and reporting on progress and delivery.

Stakeholder and Communications Management   

Act as a trusted advisor to senior stakeholders to build and maintain these relationships to ensure Change Delivery can influence early thinking and shape plans to ensure people are factored into change decisions. Capitalise on this position to understand and manage future demand for our service.

Enhance and embed the Change Delivery offer and operating model by strengthening links and learning with Project Delivery Profession, HRBP Teams and Expert Centres to define and build change capability within MoJ. Work in partnership, ensuring a collaborative approach draws in expertise from across People Group and beyond.  

Shape and lead the change approach in a way which maximises employee engagement with the projects and drives faster adoption of cultural and behavioural reforms.

In the event of a high volume of applications, the initial sift will be undertaken using your supporting statement and assessed against the essential criteria. Candidates who pass the initial sift will be progressed to a full sift against all the elements listed above.

Interview stage

Candidates successful at sift will be invited to an interview where you will be assessed on your demonstration of the behaviours set out below at Grade 6 level, one of which may be assessed through a short presentation (topic and title will be issued when invited for interview). in addition to strengths relevant to the role (not shared in advance).

Candidates will also likely be asked to give a short presentation at interview to assess the Leadership behaviour, the details of which will be released with the sift scores to those invited to interview.

Essential Knowledge, Experience and Skills:

Candidates must possess the following:

Technical:

A qualification in, or significant practical experience at a senior level in either a HR, Project or Change Manage discipline.

[CIPD, APMG Change Management Practitioner, PRINCE 2, Managing Successful Programmes and/or Project Leadership Programme] 

Experience leading teams to manage and deliver the people elements of organisational, cultural and behavioural change. 

Strong evidence of visible delivery leadership, building confident senior stakeholder relationships in a complex, fast paced change environment with conflicting priorities. 

Experience of navigating ambiguous requirements, adapt to changing circumstances and adverse situations whilst remaining calm, reassuring others and maintaining performance.   

An expert in interpersonal and communication skills with a proven track record of establishing and building strong, collaborative and productive relationships across organisational boundaries.   

Strong demonstration of influencing change and making effective strategic decisions that affect multiple services or business areas, at pace and in consultation with stakeholders.   

Excellent leadership skills with the ability to develop and lead an inclusive, high performing, and professional change team.
