Overview

This is an exciting opportunity for up to 4HEO’s to join the Data Innovation & Business Analysis Hub (DIBAH) within the Data and Analysis Directorate (D&A) in the Ministry of Justice (MoJ). This post will be part of an innovative team responsible for transforming the use of data to drive positive outcomes and decision-making across the Criminal Justice System (CJS) by implementing our recently developed, ambitious data strategy.

Successful candidates will join an established team of data professionals working across several important MoJ data transformation programmes. Many of these new roles will have an opportunity to shape and deliver an exciting new programme that seeks to drive rapid improvements in the quality and management of data across the MoJ and the CJS. We are setting up new teams and workstreams to deliver this funded programme and these roles will be involved at the early stages.

The post would suit applicants from a range of sectors who are highly skilled interpersonally and enjoy data and digital change.

With this campaign we are looking to fill two types of roles across 3 different grade levels, this includes a G7 campaign [Ref: 57364] and a SEO campaign [Ref: 57368]

Delivery-focused role

This role would suit those with a background in, for example, Business Analysis / Requirements, Data Analysis, Data Governance, Project / Product Management, User Research or Product Delivery.

The main goal of this role is to work with analysts, data scientists, data engineers, data architects, digital teams, policy, and operational teams to leverage our data and build innovative solutions to longstanding and emerging data issues.

The main responsibility in this role is to translate data pain points into data requirements for digital product teams and help to embed them into product design. The work will involve user research with data users, working in an agile manner in multi-disciplinary teams, and building strong relationships with stakeholders across the MoJ.

Strategy-focused role

This role would suit those with a background in, for example, Business Analysis/Requirements, Data Analysis, Policy, Strategy, Business Change or Project / Product Management.

The main goal of this role is to identify data opportunities, ensuring solutions contribute to an overall strategic vision and roadmap, and creating a shared organisational understanding of the data we do/should/could collect, how to manage it, and how to utilise it.

The work will involve building strong relationships across the MOJ to achieve shared strategic goals; keeping the big picture in mind and challenging stakeholders to think in the long-term; and getting buy-in from senior stakeholders for continued investment in data and the creation of a robust data governance system.

The post is also open on level transfer to existing Civil Servants at HEO (or equivalent) and other eligible Civil Service staff on promotion.

We welcome applications from candidates based across the UK. Candidates will have the option of being based in the Leeds (5 Wellington Place) or London HQ (10 South Colonnade) office (with flexible working arrangements available such as working from home for some of the working week) or your nearest Justice Collaboration Centre (Liverpool, South Tyneside, Nottingham, Cardiff, Ipswich, and Brighton) or Justice Satellite Office (Stafford). Periodic travel to London will be required as the post holders will work closely with wider programme teams.

We will keep a merit list for 12 months for those who successfully pass the interview process but who are not offered a post immediately, as similar posts will become available later in 2022.

About the Data Innovation and Business Analysis Hub

We are an innovative, fast-moving, and collaborative team whose members come from a range of professional backgrounds. Our team is seeking people who are passionate about data, highly curious, focused on delivering quality results on time, able to work well with people from all backgrounds, and unreasonably positive.

Key Responsibilities of the Role

This role will be part of a team responsible for delivering our ambitious and innovative Data Strategy across the Justice System and MoJ family. The post holder will work as an integrator between multiple teams ranging from data scientists,analysts, and statisticians to digital and operational delivery. They will feel comfortable negotiating at a senior level and delivering across a complex strategic landscape. They will help define appropriate data governance and spot opportunities to maximise the value of our data; making it easier to connect, analyse and generate insights through the latest cutting-edge data science techniques. They will also develop toolkits and principles that enable digital and analytical teams to apply our ambitious data strategy to the development of new and existing data products.

This role may include the following tasks and responsibilities:

  • Building strong relationships across the MOJ to achieve shared strategic goals
  • Translating data pain points into data requirements for product teams and helping to embed them into digital product design
  • Working with analysts, data scientists, data engineers, data architects, digital teams, policy, and operational teams to leverage our data and build innovative solutions to longstanding and emerging data issues
  • Acting as a translator across technical and non-technical areas to ensure effective problem definition and benefits realisation
  • Identifying data opportunities early, challenging stakeholders to think in the medium to long-term, and ensuring solutions contribute to an overall strategic vision and roadmap
  • Creating a shared organisational understanding of the data we do/should/could collect, how to manage it, and how to utilise it to achieve improved outcomes
  • Making the case to increase our data capability in specific areas such as linking data sets, helping to build the full picture of an individual’s journey through our system
  • Developing toolkits that enable digital teams to follow a specified set of data principles

The ideal candidate:

  • Is a strong communicator, who works collaboratively to build consensus in a fast-changing strategic and delivery environment
  • Has a demonstrated track record of managing complex and diverse stakeholder relationships
  • Is comfortable changing their approach to respond to emerging issues and risks, while maintaining a strong focus on overall strategic goals
  • Has a track record in working with data and data systems, understanding the value of high-quality data in enabling analysis that drives positive outcomes
  • Understands and values justice system users, and works hard to deliver quantified value for them
  • Proactively manages their own priorities, taking a vision and making it reality
  • Will be able to change focus quickly from detail-minded work to strategic, big picture thinking.

  • Cataloguing, mapping and assessing data quality, and delivering data improvement activity
  • Working with technical partners such as developers or data engineers to specify technical requirements
  • Experience in data analysis and understanding data requirements in an analytical context – working with professions across the Analysis Function of the department

Applicants Invited for Interview

Interviews are likely to take place in late May/early June.
