This vacancy is for the Head of Prisons Resourcing only, encompassing aspects of volume and project recruitment

It is a senior leadership role responsible for all aspects of managing and developing the volume, priority, specialist and deployment services strategy and team.

The location for this role is flexible, however there is an expectation that the post holder will required to work/attend meetings in London at least once a week

Overview of the role

The Head of Prisons Resourcing is a senior leadership role responsible for all aspects of managing and developing the volume, priority, specialist and deployment services strategy and team. Providing a pro-active and advisory service to senior managers and applicants, that meets business needs, is compliant with the Civil Service Recruitment Principles and enables it to attract the best talent in a cost effective and efficient manner.

The post holder will have a role in coordinating workforce planning activities and then leading on resourcing aspects; developing and delivering on plans and tactics, focusing on talent acquisition, diversity and employer brand ensuring the organisation is seen as an ‘employer of choice’ in order to attract the right talent. The post holder will be responsible for ensuring the business is kept fully informed of the progress of recruitment projects across all areas for that business.

Summary

The post holder is responsible for effective management and assurance of current, planned and future recruitment activity across the function whilst developing good practice performance measures and project management methodologies that are tailored to the business/campaign requirements.

The role has no delegated budgetary authority but is expected to support the sound management of budgets and resources and commercial management of third party suppliers contracts.

The role includes Line management responsibilities

Responsibilities/Activities/Duties

Leadership and management of the Prisons Resourcing team to deliver on specific resourcing requirement/campaigns of that business area i.e. scoping of work, allocation of resources, monitoring and evaluation of specific resourcing plans.

• To work closely with HR colleagues to ensure the provision of a seamless and joined up end to end recruitment service to the business area.

• Liaison with Resourcing Account Managers, communications/marketing, commissioning and other Resourcing Delivery Leads on commission triaging resourcing requests

• Effective recruitment, appraisal and performance management of the team to ensure effective performance in line with MOJ/CS people policy.

• Contribute to workforce planning and pipelining to ensure that the business area talent is fit to meet future challenges.

• Support effective management of budgets, outsourced recruitment contracts and partner organisations/ dept to ensure compliance with MoJ/CS governance arrangements.

• Review, evaluation and continuous improvement of resourcing campaigns to maximise benefits and value.

• Manage cross division strategic projects, e.g. apprenticeships, attendance of careers fairs, ensuring they are planned and executed successfully to agreed outputs, timescales and costs.

• Lead on the evaluation and overhauling of recruitment and vetting processes and implementation of new digital assessment technologies, supporting with the reduction of time to hire and and increasing the diversity of the workforce.

• Identify opportunities across the MoJ family where joint volume campaigns can be effectively managed to produce economies of scale and efficiencies.

• Manage and lead multiple complex recruitment campaigns to deliver resourcing solutions.

• Provide insight and innovation on recruitment and selections tools and techniques with the aim of improving ‘candidate experience’, cost savings, reducing time to hire and inclusion/diversity.

• Provide leadership and management of the National Assessments Delivery function and resources within the team.

Essential Knowledge/Experience/Skills

Degree in HR related area or equivalent level of experience in recruitment and resourcing.

• Experience in leading and managing a team of resourcing professionals.

• Good understanding of recruitment legislation and civil service resourcing guidance/policy and potential impact on resourcing plans/strategies.

• High level communication (verbal/written) able to build effective working relationships with a variety of internal/external service users, stakeholders and partners and respond in a timely manner to specific requests i.e. Parliamentary Questions (PQs).

• Understanding of resourcing data and analytics and impact on resourcing plans and strategies.

• Track record of adding value to the business through continuous improvement of processes and work flows

• Ability to demonstrate strong influencing skills and resilience in challenging situations with excellent written skills and the ability to draft accurate correspondence

• Ability to manage a number of tasks within set deadlines, ensuring attention to detail and accuracy.
