Summary

MoJ is one of the largest government departments, employing around 70,000 people (including those in the Probation Service), with a budget of approximately £9 billion. Each year, millions of people use our services across the UK – including at 500 courts and tribunals, and 133 prisons in England and Wales.

We work to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.

The People Group is responsible for providing the HR Services supporting the work of the department. We have an ambitious programme of work which includes developing a strategic workforce plan, transforming our resourcing and onboarding services and achieving our diversity and apprenticeship targets.

We are recruiting for a resourcing policy manager working within the resourcing management office (RMO) in MoJ Resourcing Team. The successful applicant will manage the development of the MoJ Resourcing policies, provide recruitment advice to managers via the RMO functional mailbox, lead on identifying ways in which the recruitment processes can be improved and work with other stakeholders in and outside of HR.

Main Responsibilities/Activities

  • Support the RMO Leads and the Head of RMO to maintain the full suite of Resourcing policies and products, including liaising with key stakeholders, collaborating with the design team, drafting intranet updates, promoting Resourcing initiatives;
  • Review and develop Resourcing policies to improve outcomes and ensure compliance with Employment Law, CSEP guidance, Civil Service Recruitment Principles and Civil Service Nationality Rules;
  • Manage the Sponsorship process and ongoing review of policies in line with Home Office guidance;
  • Support the management of the RMO inbox providing quality and timely advice in response to recruitment and policy enquires from HRBPs, vacancy managers and various other external stakeholders;
  • Gather and collate accurate statistical information to inform internal and wider Civil Service reporting, including PQs and FOI requests;
  • Support the continuous improvement of the recruitment processes in line with Civil Service Recruitment Principles and recruitment compliance reports;
  • Partner with and provide strategic resourcing advice to hiring managers, within the department, regarding best practice and recruitment options tailored to their business area and specialism;
  • Work with other teams across MoJ HR and the wider MoJ family to identify recruitment synergies and;
  • Work within the wider recruitment team and other government departments to support the implementation of new initiatives, including the Civil Service Commission and Cabinet Office wider initiatives

Other duties

The post-holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

The successful candidate will need to be well organised, with excellent policy drafting skills, and the ability to prioritise conflicting priorities.

Skills & Experience

Essential:

  • Strong HR policy drafting and presentation skills;
  • Substantial knowledge and experience of working with Civil Service Recruitment principles and policies;
  • Knowledge and understanding of Employment Law;
  • Experience in stakeholder management and providing clear and concise information to a variety of stakeholders
