Overview of the Organisation:

The Judicial Appointments Commission (JAC) is an independent public body, established in April 2006 to select judges for the courts and tribunals through fair and open competition, independently from the Government and judiciary.
We are looking for a Head of Analysis and Insights to join the Strategy and Policy division of the JAC. This is a key role in a vital public body that delivers complex and constitutionally sensitive work at pace.
Summary of the role:
Reporting to the Deputy Chief Executive, this is a newly created Grade 7 Analysis and Insights role. This is an excellent opportunity for you to lead on an area of growing importance to the JAC. The post-holder will provide insights in support of our commitment to continual review and improvement of our selection processes, and our drive to support the creation of a diverse judiciary that better reflects the society it serves.
We are looking for an experienced analyst who will lead a programme of work to:
- bring their expertise to bear in transforming the growing volume of complex data and data requests into actionable insights about the business to inform policy development and operational delivery;
- work with colleagues across and beyond the JAC, providing direction, delivery and pace to the everchanging data landscape, unblocking and resolving issues;
- give the Commission Board ongoing confidence that we are drawing fully on all available data to help meet their strategic objectives;
- support a data-insight driven team;
- provide the JAC Commission and staff with a data service that enables intelligent, effective and efficient decision-making; and
- drive change through digital technology.
Responsibilities, Activities & Duties:
To shape the work programme and develop and implement a data strategy which sets out the vision, aims and data governance to meet the requirements of the JAC Strategy 2020-23
Building relationships with colleagues across JAC to ensure data is translated into insights that support ongoing development of strategy, policy and process
Working closely with the JAC Digital team to use and develop technology to drive efficiency of data production in ways that maximise insights into the impact of policy and process
Build successful partnerships with Ministry of Justice, Judicial Office and other key stakeholders
Ensure data integrity and build on the report producing service for all data requests e.g. Diversity, Dashboards, FOIs and PQs.
To provide direction and leadership, ensuring the team is working to its greatest potential.
Essential qualifications:
This role is open to badged (accredited) members of one of the government analytical professions. We will also consider candidates who:
- Hold a minimum 2:1 degree in a relevant discipline such as statistics, mathematics, data science or operational research, with a substantial element (at least 30%) of numerate content; or
- Are able to demonstrate equivalent professional experience, through a record of continuous professional development over a number of years.
Essential Knowledge, Experience and Skills:
- Proven ability to apply wide ranging analytical techniques to solve complex real-world problems
- Experience of working across boundaries to prioritise analytical effort and focus delivery on high-impact analysis that directly enables strategic decision-making
- A collaborative approach, bringing people together to solve problems, drive change and deliver impact
- Excellent communication skills, with the proven ability to translate complex technical challenges and opportunities in a transparent and compelling way, building support and momentum among stakeholders
- User- and customer-focus, valuing and working hard to understand the complexity and diversity of customer needs and expectations
- Experience of managing projects and programmes to tight deadlines
- Ability to identify areas of improvement and create innovative approaches to delivering better quality services and products
- Confident decision maker, able to work independently and as part of a team
Technical skills
- Data analysis skills: Knowledge and experience of: data preparation, exploration and visualisation; data interrogation and analysis; application of statistical and/or data-modelling methodologies; presentation of results using good visualisations.
- Data Tooling: Knowledge and experience of using modern tools for analysis and visualization, particularly: R Studio, Power BI and SQL (desirable); and modern communication channels (GitHub, Trello, MS teams etc) to solve day-to-day technical issues (desirable).
Desirable Knowledge, Experience and Skills:
Experience of working in a public body is desirable but not essential.
Other Information
The JAC is based in Clive House, Petty France in Central London. While the successful postholder will be required to attend the office where there is a business need, there will be increased opportunities to work flexibly, including voluntary working at home.
