Overview

This is an exciting opportunity for at least 4 Band As (Grade 7) to join the Data Innovation and Business Analysis Hub (DIBAH) within the Data and Analytical Services Directorate in the Ministry of Justice. These posts will be part of a wide ranging, multi-disciplinary team responsible for transforming the use of data to drive outcomes and decision-making across the Justice System.

The posts would suit applicants from a range of sectors who are highly skilled interpersonally and enjoy data and digital change, for example (but not limited to) those with a background in Business Analysis, Product Management, Consulting, Data Requirements Analysis, Data Management, Project Management, Policy, Strategy, User Research or User Centred Policy Design.

The posts are also open on level transfer to existing Civil Servants at Band A (or equivalent) and other eligible Civil Service staff on promotion.

Applications from individuals working part-time or in job-shares are encouraged. 

Location & Salary

We welcome applications from candidates based across the UK. The base location of the successful applicants will be either 10 South Colonnade, London (for those based out of London), or 5 Wellington Place, Leeds (for those based in the North of England). Periodic travel will be required as the post holders will work closely with Digital Product teams and wider programme teams. In addition, flexible working arrangements are available between MoJ HQ at 102 Petty France (London), MoJ Hubs across the country and home.

Salary Ranges are subject to inner and outer London weighting and are as follows:

Inner London: £52,845 - £71,411

National - £43,958 - £63,831

Interviews are likely to take place in August. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post immediately as it is highly likely that additional posts will become available during 2021. 

Background

The holder of these posts will be passionate about making a difference for the staff and users of the justice system. They will value people highly and strive to understand the views, processes, and frustrations of the people we provide services to. They will harness the best of digital ways of working to bring people together to create new and innovative systems and processes, driven by user need and developed iteratively.

They will be numerate and enjoy engaging with analytical and technical teams as well as being highly credible with operational and policy colleagues. They will understand the value of the data we hold in the MoJ and be able to spot opportunities to use it to transform outcomes for our service users and for citizens.

These people will work as integrators and will be comfortable influencing and delivering in a complex strategic landscape, defining appropriate data governance and supporting and/or proposing alternatives to current structures. They will be highly resilient and will be able to maintain enthusiasm and generate momentum in the face of a shifting landscape and priorities.

About the Data Innovation and Business Analysis Hub

We are a small strategic team, progressing an innovative agenda, whose members come from a range of professional backgrounds. Key Responsibilities of the Roles

The successful candidates will play a significant role in delivering ambitious and innovative Data Strategies to all corners of the Justice System and MoJ family. Through the transformation, we will design our digital services and architecture to collect the right set of data, make it less onerous to collect, stop bad data getting in, and make it easier to connect and analyse. We can then use the latest Data Science and Artificial Intelligence techniques to generate insights in near-real time, and share these with front-line users at the point of decision.

We are using this campaign to recruit for several roles, facing off to all corners of the MoJ. These include Prisons, the Probation Service, the Courts & Tribunals Service and Corporate and HQ functions. Some roles are more technically-focused and some more strategically focused. As such we encourage applications from all professional backgrounds.

Depending on the roles appointed to, examples of some of the kinds of work candidates would be expected to do in the role are:

  • Leading a team of Data Strategy Analysts and Data Architects, who are responsible for collecting data requirements from analysts/strategy/policy, agreeing data definitions, and ultimately bringing a strategic data model to life via new Digital Services
  • Development of a Target Operating Model for data, defining a data governance framework and ways of working
  • Developing, writing and publishing a cross-MoJ Data Strategy and accompanying case for large-scale investment in our data infrastructure
  • Working with counterparts in other government departments to negotiate and establish data sharing arrangements in support of specific policy and/or operational goals
  • Making Data relevant to Business Areas - creating the vision, spotting opportunities for transformation and making the case for change for how data can enable more effective decisions and business outcomes
  • Working with technical teams in our Digital Studio (Developers, Data Engineers, Data Architects, Technical Architects) to then bring the desired data model to life in a way that is effectively and efficiently governed
  • Managing Data Strategy project plans – working with other data colleagues across the business such as Data Scientists, Engineers, Analysts and Researchers across sites (including more senior members of these teams) to track, report on and unblock delivery
  • Representing and upholding the data strategy and vision, and the needs of this virtual team, at Management level with wider stakeholders (including Digital and Business representatives) and creating a strong community amongst this virtual team
  • Acting as a translator across technical and non-technical areas to ensure effective problem definition and benefits realisation 

These people will work as integrators between business needs, data science and analytical teams and technology solutions. They will feel comfortable negotiating at senior level and delivering across a complex strategic landscape. They will help define appropriate governance and spot opportunities to leverage the value of our data. 

The ideal candidates:

  • Are strong communicators who work collaboratively to build consensus in a fast-changing strategic and delivery environment
  • Have a demonstrated track record of managing complex and diverse stakeholder relationships
  • Have a demonstrated track record of creating and managing complex project plans
  • Understand how to form, motivate and manage diverse teams and collaborate to achieve shared outcomes
  • Understand the value of evidence & analysis in delivering Justice outcomes – and therefore the importance of high quality data
  • Are comfortable changing their approach to respond to emerging issues and risks, while maintaining a strong focus on strategic goals
  • Can influence a range of people without direct control or a managerial relationship outside of the Data Strategy team
  • Have a track record in working with data and data systems
  • Are already highly aware of digital ways of working or are willing to get up to speed quickly in understanding the potential (customer centricity, agile methodology, prototyping, automation, etc.)
  • Understand and value justice system users, and work hard to deliver quantified value for them
  • Are self-starters: people who take a vision and goals and makes them reality
  • Understand the value of evidence & analysis
