The FCJPD Directorate is recruiting permanently for a Grade 7 role. This campaign is open to current civil servants on level transfer and suitable candidates on promotion.

Location:

Successful candidates will have the option to be based at one of the following locations:

1.    102 Petty France, London

2.    5 Wellington Place, Leeds (occasional travel between Leeds and London may be required post Covid-19)

The Ministry of Justice (MoJ)

MOJ is one of the largest government departments, employing around 70,000 people (including those in the Probation Service), with a budget of approximately £9 billion. Each year, millions of people use our services across the UK - including at 500 courts and tribunals, and 133 prisons in England and Wales.

What we do

The Family & Criminal Justice Policy Directorate (FCJPD) sits at the heart of MoJ’s policy agenda, working to reform complex systems that deal with some of the most vulnerable members of our society. We support Ministers on a broad range of issues: from ensuring that victims of sexual violence receive the best support possible, to reforming the criminal justice system to better support the millions of  people in Britain who are victims of crime each year.

Within the Directorate is the Victim and Witness Policy Unit. The Unit leads on fundamental systemic, multi-agency reform to improve support for victims and witnesses, to help them cope and recover from the impacts of crime, and enable better justice outcomes. The Unit holds a £150 million per annum budget for support services for victims and witness. These services are delivered either through grants to Police and Crime Commissioners, or nationally commissioned third sector services for the victims of the most serious of crimes, such as rape and homicide. We are developing a new delivery model for support services to be commissioned in 2022 aiming to transform the support provided to victims of sexual violence. We are also leading on a ground-breaking Victims Bill which will enshrine rights for victims into law, to be consulted on later this year

Job Description overview

We are looking for a highly motivated Grade 7 who is a strategic thinker who is willing and able to show system leadership in this space. The Head of Sexual Violence Policy and Commissioning will lead the team responsible for commissioning and managing support services for victims of rape, sexual violence, and child sexual abuse, in a climate of ever-increasing demand for these services. You will provide strategic leadership across a complex commissioning landscape with multiple partners, to ensure that the support structures deliver the improvements in services to victims we are seeking. Building strong relationships with third sector partners will be critical to success. Monitoring trends in relation to sexual violence, you will proactively seek to ensure that our services and policies respond to them. There is strong No 10 and Ministerial interest in ensuring that the increasing numbers of victims of rape who disengage from the criminal justice system is reversed, and you will be responsible for understanding what is driving this trend, and developing policy and commissioning options that could help to reverse it.

The successful candidate will be an experienced leader able to confidently shape the strategic direction of the work of their team. The post holder will provide thought leadership and will need to work effectively in an environment with complex delivery relationships, including by personally building high quality links with leaders in other government departments, the NHS, the Victims’ Commissioner, third sector service providers, and victims. The post holders must have experience of successfully building strong relationships in similarly complex delivery environments. They must also be confident with understanding financial information and analysing data to cover the commissioning aspect. A high degree of empathy and personal resilience is required.

This work will be high profile, fast paced and attract significant interest from Ministers, No 10 and senior officials.

Skills and Experience

We are looking for individuals with:

•    Excellent leadership skills, including the ability to manage a team against a background of fast-moving policy, while ensuring their welfare is supported. You will be expected to get to grips with a range of complex legal and policy issues and support your team in doing the same
•    Excellent communication skills, the ability to deliver results quickly in highly fluid environments, an ability to analyse complex problems
•    The ability to provide clear, evidenced briefing in both written and oral formats on complex policy areas to senior stakeholders and Ministers.
•    The ability to manage a large network of relationships and work closely and collaboratively cross Whitehall on a broad range of criminal law areas

Experience

You will be asked to provide a CV during your application as well as a Statement of Suitability saying in no more than 500 words why you are suitable for this role.

Candidates invited to Interview

You will be required to give a 5-minute presentation at interview. Details of this will be sent to those candidates who are invited for interview. 

Please note that interviews will be carried out remotely. During the interview, we will be assessing you on Behaviours and Strengths from the success Profiles framework.

Interviews are expected to take place in June 2021.

At interview stage, if candidates do not score high enough to be appointed to this role as a Grade 7, but have passed the minimal requirements, they could be offered a role at the more junior level of Band B (SEO equivalent).

Annex A - The STAR method

Using the STAR method can help you give examples of relevant experience that you have. It allows you to set the scene, show what you did, and how you did it, and explain the overall outcome.

Situation - Describe the situation you found yourself in. You must describe a specific event or situation. Be sure to give enough detail for the job holder to understand.

•    Where are you?
•    Who was there with you?
•    What had happened?

Task - The job holder will want to understand what you tried to achieve from the situation you found yourself in.

•    What was the task that you had to complete and why?
•    What did you have to achieve?

Actions - What did you do? The job holder will be looking for information on what you did, how you did it and why. Keep the focus on you. What specific steps did you take and what was your contribution? Remember to include how you did it, and the behaviours you used. Try to use “I” rather than “we” to explain your actions that lead to the result. Be careful not to take credit for something that you did not do.

Results - Don’t be shy about taking credit for your behaviour. Quote specific facts and figures. Explain how the outcome benefitted the organisation or your area. Make the outcomes easily understandable.

•    What results did the actions produce?
•    What did you achieve through your actions and did you meet your goals?
•    Was it a successful outcome? If not, what did you learn from the experience?

Keep the situation and task parts brief. Concentrate on the action and the result. If the result was not entirely successful describe what you learned from this and what you would do differently next time. Make sure you focus on your strengths.
