Overview of the job

The job holder will support the Team in all aspects of work relating to the policy work.

Summary

The job holder will take personal responsibility for the provision of good quality, accurate and timely responses to public correspondence and Treat Official letters as well as the initial drafting of Ministerial/CEO case replies, and any further briefing as directed by their line manager.

Responsibilities, activities and duties

The job holder will be required to carry out the following responsibilities, activities and duties:

  • To act as the initial contact point for prisons and probation divisions seeking policy advice.

  • Providing draft written correspondence to solicitors, prisoners and prisoners’ families. Gathering information for use in replies to ministerial correspondence and answers to Parliamentary Questions. The post holder will also collate information for use in providing feedback on Independent Monitoring Board (IMB) reports and inspection reports and will provide information for use in advising the Ombudsmen.

  • Collate and gather information for use in responding to legal challenges.

  • Assists line manager with the development of new policy initiatives; identifies where new or updated advice/guidance is needed to help frontline prisons / probation deliver and makes suggestions for input.

  • Carrying out research to inform responses to Parliamentary Questions and background notes.

  • Identify potentially sensitive issues which could result in adverse publicity for the Department and Ministers, e.g. prisoners taking part in TV programmes.

  • Highlight to Senior Caseworker where further clarification is considered necessary on factual accuracy issues that has been raised as a result of the check.

  • To act as Secretary for meetings including taking and issuing accurate minutes.

  • To maintain and update a database

  • Manage electronic and paper files in respect of high profile/other cases; ensure various lists are kept up to date, e.g. policy contributors and victim liaison contacts.

The duties/responsibilities listed above describe the post as it is at present and is not intended to be exhaustive. The Job holder is expected to accept reasonable alterations and additional tasks of a similar level that may be necessary. Significant adjustments may require re-examination under the Job Evaluation scheme and shall be discussed in the first instance with the Job Holder.
