Background

Her Majesty’s Court and Tribunals Service is an agency of the MoJ and provides the supporting administration for the judiciary across England and Wales.  It delivers services to the public directly in court and tribunal buildings, remotely via business centres and some limited services via the internet.

There are high expectations of all staff regardless of the job they do and good performance is expected from everybody. The organisation is continuously adopting new or better ways of working to ensure that it focuses on just that which is essential.

HMCTS has a once in a generation opportunity to transform the entire Courts and Tribunals Service through the HMCTS Reform Programme, enhancing the provision of a world-class justice system, in a manner that provides an improved user experience at reduced cost to the taxpayer. This will contribute to consolidating the UK’s position at the forefront of an increasingly competitive international legal market as well as ensuring access to justice for all.

The programme includes modernising the court estate, updating and replacing its technology, speeding up and streamlining working practices, refurbishing buildings to reduce maintenance costs and provide much improved services for service users, especially vulnerable witnesses and victims. Effective staff engagement at this time of such significant change will be critical to success; maintaining a positive and lasting connection between HMCTS management and its staff.

Overview

HMCTS is a continually changing organisation. Strong leadership is a critical element in this being successful. As a leader and manager within HMCTS the jobholder must provide clear direction and focus and visibly championing the changes which deliver greater efficiencies. HMCTS Senior Management Team expects all leaders to operate in a culture of openness and honesty, demonstrating a commitment to change through involvement and empowerment, and by delivering results.

This is an exciting opportunity to join a busy and friendly team in the HMCTS Property Directorate. In this role you will use your skills and experience to develop policy around how we use our court and tribunal buildings and how we will make decisions about their location, capabilities and capacity. You will draft persuasive papers for executive boards, answers to parliamentary questions and accurate and informative briefings for ministers and senior executives. You will have the opportunity to understand and contribute to the development of our future strategy and will present the priorities and approach of the directorate at meetings.

Key Responsibilities:

Policy Development

  • Provide support to the Head of Estates to assess policy proposals across the justice system and impacts upon HMCTS, delivery models and services.
  • Identify the priority deliverables and support development for property consultations and consolidations.
  • Work with Property Directorate colleagues to align policy and strategy work providing input into strategy development where necessary.
  • Update, manage and present data related to estates policy and our future strategy.
  • Provide policy support for wider Property Directorate functions, including facilities management, maintenance and asset management.

Internal relations

  • Work collaboratively with Private Offices, HMCTS Communications Teams, HMCTS HQ and Regional teams to develop and deliver objectives.
  • Be visible to staff and internal stakeholders and regularly undertake activities to engage and build trust with people involved in priority areas
  • Establish relationships with a range of stakeholders to support delivery of business outcomes and be confident in representing the directorate at meetings.
  • Provide support for the development of communications regarding facilities management and issues with our estate.

Representation of the Department

  • Represent HMCTS both internally and externally in areas of property policy development
  • Stand by and promote own and team’s actions and decisions where needed
  • Lead by example, role modelling ethics, integrity, impartiality and the elimination of bias by building diverse teams and promoting a working environment that supports the Civil Service values and code.

Ministerial Support and Parliamentary Handling

  • Produce briefings to deadlines which support the strategic priorities and recommendations of the Property Directorate and HMCTS Reform Programme.
  • Manage the team responsible for the drafting of answers to parliamentary questions. Engage appropriately with Property Directorate and MoJ colleagues to produce accurate answers.
  • Provide support on assessing property policy requirements for HMCTS Reform

Team leadership

  • Lead, coach and mentor members of own team and develop capabilities in line with business needs
  • Responsible for the line management of a small geographically dispersed team.

Accountability

  • Reporting to the Grade 7 Head of Estates Policy

Other duties

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Location of Post:

The successful candidate will be required to travel to London, however base location can be flexible. Regular travel to other HMCTS sites may also be required as part of these working arrangements. In line with the department’s policies, travel and substance and, where appropriate, overnight accommodation will be available in line with organisational policies.

Essential Criteria:

  • Experience in developing policy and presenting this through papers and presentations.
  • Experience in drafting for boards or external uses.
  • Strong communication skills and experience dealing with external stakeholders.
  • Proven ability to drive through significant change while maintaining strong client and internal relationships.
  • Proven ability to perform consistently to tight timescales with a high degree of visibility.

Desirable Criteria:

  • Experience in dealing with ministerial and parliamentary processes.
  • Experience in roles related to the estate strategy or property change.
