The HMPPS Co-Financing (CFO) Policy team are looking for an innovative, passionate, dedicated professional to join their team as a Communications and Publicity Manager. The role holder will work closely with the CFO Communications Lead and be responsible for co‐ordinating internal and external stakeholder relationships, ensuring effective delivery of the CFO programme’s communication plan, and manage relationships with representatives from the MoJ and other Government Departments and external stakeholders. The HMPPS Co-Financing (CFO) team has a proven record of reducing crime and saving lives. Working in our main office in Daresbury, Warrington, you will be a key member of this innovative and forward thinking team working to reduce re-offending and helping offenders turn their back on crime to lead positive and productive lives. Overview of the job

HMPPS Co‐Financing Programme is a large‐scale national employability programme working across prisons and probation areas. The joint funding structure of the programme necessitates dual governance arrangements to satisfy requirements of both HMPPS and the European Union (EU). The programme combines activity, funding and governance across all programme delivery areas for HMPPS and as such requires knowledge of departments across HMPPS and MoJ. The EU element requires effective links to policymakers and delivery agencies across other Government Departments.

This is a HQ post based at Daresbury Park, Warrington. However, the role is a national one.

The post reports to CFO Policy Lead and through them to the Head of HMPPS CFO. The post is non-operational.

To work 100% on EU funded projects.

Summary

To be responsible for co‐ordinating internal and external stakeholder relationships,

ensuring effective delivery of the CFO programme’s communication plan.

The post requires relationship management with representatives from the MoJ and other Government Departments and external stakeholders.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

  • To be responsible for the development and administration of both internal and external stakeholder relationships.
  • To establish and maintain effective communications between all stakeholders in the project e.g., HMPPS policy leads, central CFO team, providers, prisons and probation.
  • To work with the European Social Fund Division and other co‐financing organisations to ensure that ESF funding is effectively promoted.
  • To develop and implement an annual stakeholder plan, ensuring consultation with, and approval by, the Corporate Compliance Group.
  • To work with performance and contract managers to ensure provider compliance with ESF publicity and marketing requirements, meeting ESF audit requirements.
  • To co‐ordinate the collection, collation and editing of case study materials for internal/external audiences.
  • Work with providers to identify high quality case studies for use externally.
  • To promote the project extensively throughout HMPPS, prisons and probation and contribute to a range of information sharing measures/mechanisms and advertising campaigns that meet the publicity requirements of HMPPS, MoJ and ESF.
  • To be responsible for the management of the publicity and marketing budgets of HMPPS CFO. To liaise with HMPPS communications team and MoJ press office in relation to the external media activities of prime contractors and their sub-contractors.
  • Co‐ordinate the approval process of provider marketing and publicity materials ensuring contractual compliance with HMPPS and ESF requirements.
  • Design, commission and distribute ESF material to all establishments, probation areas and external partners to ensure contractual compliance with ESF requirements.
  • Make recommendations for funding for high‐profile developmental work within emerging areas such as social enterprises and sustainable development and manage stakeholder expectations and public perception arising from implications.
  • Ensure no adverse publicity arises from high‐profile developmental work as a result of failure to adhere to rules and regulations associated with the various funding streams. Assist with putting processes in place to cover the same.
  • Facilitate the attendance of HMPPS CFO at suitable conferences and events. To demonstrate the work of HMPPS/MoJ offender management.
