About the IMA

The role of the IMA is to monitor the UK’s implementation and application of the agreements it has made with the EU, and the ‘EEA EFTA’ states, to guarantee the rights of their citizens living in the UK, and if legislated for in Gibraltar, at the end of the transition period.  Establishing the IMA will fulfil a central and crucial commitment that the Government has made in those international agreements.

Purpose of the role

The Assessment Team reviews complaints about the delivery of citizens’ rights by public authorities, such rights include residency; social security; reciprocal healthcare; mutual recognition of professional qualifications and other economic rights.

This Senior Assessment Manager will lead a team of Assessment Officers which will be responsible for conducting the preliminary assessments of complaints and providing advice and support on complex complaints. This work is crucial to the delivery of the IMA’s legislative requirements.

  • Line management of staff responsible for the triage and assessment of complaints received by the IMA, with a focus on identifying complaints which highlight potential systemic issues in the way relevant public authorities are delivering against Citizens Rights as set out in the Withdrawal Agreement and European Union (Withdrawal Agreement) Act 2020 and EEA-EFTA Separation Agreement;
  • Responsible for overseeing the effective and efficient triage and assessment of complaints received by the Triage and Assessment teams and advising on complex issues highlighted by your team;
  • Contribute to the development of corporate knowledge on trends and issues common to complaints received as part of the information the IMA uses to consider potential issues in the delivery of Citizens Rights with a focus on systemic issues.

The post-holder will need to organise their staff efficiently and effectively to deliver two key functions:

  1. Triage (assessing whether complaints received are within the scope of the powers and responsibilities of the IMA, based on IMA guidance and procedures);
  2. Assessment (assessing complaints to determine whether they potentially represent breaches of Citizens Rights, and make recommendations on whether the IMA should consider an inquiry).

The post-holder will report to the Director of Operational Delivery and will be expected to work closely with across the Operational Delivery Directorate to establish and maintain decision making on the assessment of complaints.

The duties/responsibilities listed above are not intended to be exhaustive. The Job Holder is expected to accept reasonable alterations and additional tasks of a similar level that may be necessary. Significant adjustments may require re-examination under Job Evaluation and shall be discussed in the first instance with the Job Holder.
