We have a great opportunity for someone to join the reducing re offending team as our Dual Diagnoses Strategic lead on a fixed term contract for one year. This will be an exciting role supporting the head of reducing re offending to implement improvements to our internal practice with regards to working with individuals with Dual Diagnoses. The post will support engagement with our key partners to help improve and develop services for individuals with dual diagnoses.
We are looking for a candidate who ideally has experience of Substance Misuse and Mental Health. We welcome the opportunity for a loan or secondment, please ensure you have your manager/ organisation agreement prior to applying for the role.
Please note this role will based within the Probation Directorate in Wales. The role will include some home working and in any agreed Probation Office. Some travel across Wales will be required. The Post will report to the Head of Reducing Re offending.
Overview of the job
This post is based in the HMPPS in Wales Strategic Support, Administration and Assurance directorate as part of the Business Strategy and Integration team. The post holder will report into the Head of Business Strategy and Integration, HMPPS in Wales. The post is based in Churchill House, Cardiff.
This role leads on strategic projects/priorities as well as business development activity in HMPPS in Wales. The role also leads on policy advice and support across the directorate. The post operates across prison, probation and private partners and a range of other stakeholders within Ministry of Justice, HMPPS, the wider Criminal Justice System and Welsh Government promoting the aims of HMPPS in Wales.
Summary
The post holder is responsible for the following:
- Working collaboratively with senior officials across HMPPS in Wales including the Head of Business Strategy and Integration, Governors, LDU Heads, Justice in Wales
- Lead, Head of Stakeholder Engagement and Executive team of HMPPS in Wales, the Ministry of Justice policy teams and the Welsh Government to ensure that strategy/business development meets the distinctive nature within Wales.
- Providing policy support for the HMPPS in Wales directorate, including (but not limited to) responses to consultations; submissions of evidence to enquiries; advising on the impact to HMPPS in Wales of changes to policy and legislation.
- Planning and delivering HMPPS in Wales’s response to key policy developments.
- Identify business development opportunities that support the HMPPS Strategy, HMPPS in Wales’s aims and produce business cases and options appraisals that ensure value for money and quality outcomes.
- Develop integrated co-commissioning approaches across custody and community to support the delivery of key HMPPS in Wales’s aims (for example with health and accommodation).
- Provide robust project management approaches to all projects under the post holder’s control.
Responsibilities, Activities & Duties
The job holder will be required to carry out the following responsibilities, activities and duties:
- Lead engagement between Welsh Government officials, health partners and operational colleagues to develop and implement appropriate governance and a delivery plan for health services in Custody and across into Community.
- Lead on the development of solutions and management of projects addressing key areas of the offender journey including accommodation. Lead and work with key external stakeholders to improve accommodation outcomes for offenders, develop new relationships with housing providers.
- Support major change and improvement programmes by managing key project workstreams, developing indicators and outcome measures which evidence benefits and performance improvement.
- Quality assure and prepare key policy documents, briefings, ministerial submissions, responses to parliamentary questions, ministers’ cases and other official correspondence, ensuring that deadlines are met and those contributions from others and/or partners are factually correct and of a high quality.
- Represent HMPPS in Wales at key meetings with UK and Welsh Government officials, partners and stakeholders.
- Deputise for the Head of Business Strategy and Integration and support the management of a team of System Integration Officers.
