Overview

Reducing reoffending is a Government priority that has been backed by a £550m investment over the next three years.

The HMPPS Communications Team is hiring three Communications Managers to support the rollout of this major programme of investment. The key purpose of the roles is to ensure that key staff and stakeholder groups are aware of their role in helping to deliver this transformational programme.

One post will provide communications support for the creation of the new Prisoner Education Service. The Service will build on existing foundations to achieve our strong ambition of ensuring all prisoners improve their confidence, knowledge, skills and prospect of employment upon release, to improve lives and reduce reoffending. 

The second post will support the newly created Community Accommodation Service. A major expansion of temporary accommodation for prison leavers is underway to ensure that people have stable housing on release and a bridge back into the community.

The third post will support the rollout of the Reducing Reoffending Accelerator project. For the last year the project has been testing innovative approaches to reducing reoffending in 16 prisons. New roles will now be introduced in prisons across the country to put into practice what we have learnt about what works to reduce reoffending on the ground.

Working to the HMPPS Head of Communications, Reducing Reoffending, you will play a crucial role in the successful delivery of these major programmes, ensuring that prisoners and prison leavers get the support they need to lead a crime-free life.

You will need to:

  • Deliver communications across a broad range of disciplines including internal comms, stakeholder engagement, digital comms and events.
  • Communicate with a wide range of target audiences – HMPPS and MoJ staff at all levels, prisoners, people on probation, other Government departments, stakeholders and partner organisations.
  • Take a data led approach to all work, ensuring objectives are rooted in audience insight and evaluation is built into all aspects of your work

Key Responsibilities:

  • Devise, deliver and evaluate insight-led communications plans that help to achieve specific objectives.
  • Create and deliver a diverse range of products and campaigns that meet business priorities and are targeted and tailored to specific audiences.
  • Provide a full range of specialist communications support from strategic planning to execution e.g. editorial and campaign delivery, creating copy and publications and commissioning work where required (events, online, print).
  • Provide communications advice and support to the Reducing Reoffending programme.
  • Responsible for management of communications spend in client’s budgets. Oversee commissioning, delivery and evaluation of all planned communications channels and products to ensure high quality, effective and efficient activities.
  • Liaise with press office on media handling issues.
  • Operate effectively across the communications, corporate services, policy team and operational staff, commissioning work appropriately from across the teams to enable planning and delivery across multiple channels and audiences.
  • Work collaboratively with HMPPS and MoJ Communications colleagues - actively participating in pan-departmental and Government communication networks including reporting of activity and sharing good practice.
  • Other duties reasonably requested which are commensurate with the grade and level of responsibility of this post.

Essential Knowledge, Skills and Experience

The postholder is required to:

  • Have experience in a communications role in a large or complex organisation.
  • Have experience of devising and implementing communications and / or stakeholder engagement plans that have had a demonstrable impact in achieving organisational objectives.
  • Write compelling copy that summarises complex issues in a clear and concise way.
  • Work effectively with a wide range of colleagues.
  • Demonstrate sound communications judgement and be confident in providing advice to senior HMPPS staff.

Successful candidates will be offered roles in order of merit. Changes to the organisational structure could mean post-holders may be transferred into HMPPS. The nature of the role and location of work would remain unchanged.

Salary

Existing civil servants on level transfer will retain their level of pay unless this is lower than the starting salary in which case candidates will be placed on the starting salary .

Level of security checks required

Security Clearance (SC)

To apply for roles in MOJ you will need to confirm your employment history for at least 3 years prior to the date of application so that pre-employment checks (BPSS) can be undertaken. If you have spent significant time abroad (a total of 6 months in the past 3 years) you would be required to give a reasonable account of the reasons why.

For some roles you will be required to successfully complete National Security Vetting at Counter Terrorism (CTC), Security Clearance (SC) or Developed Vetting (DV) level as a condition of appointment. To meet CTC/SC/DV requirements you will normally need to have been resident in the UK for at least 3/5/10 years prior to the date of application (The level of checks that are required are stated in the advert).

If you do not meet the above requirements, you may still be considered if, for example:

  • You've been serving overseas with HM Forces or in some other official capacity as a representative of HM Government
  • You were studying abroad
  • You were living overseas with parents

In such cases you will need to be able to provide referee cover for the period(s) of residence overseas. The duration of overseas residence and the country of abode will also be taken into account.
